Any airport who have any sense of passenger service provide them free of charge. Therefore Manchester will also ask you for £1.
Zurich are rumoured to be scrapping it next year at some point, then the rest of Europe will slowly follow hopefully.

In case it's of any use to anyone, you get 4/ 5 (can't remember which) bags for that quid, which saves faffing around trying to find a legit one beforehand... They don't tell you that up front though, and you don't realise until everyone in the group has bought a load of bags they didn't actually need! Matt Harper said:
