You've got it, the park and fortress (Kalemegdan) are just out of shot on the right, on the bank where the photo is taken from, this view is looking across the river at New Belgrade.

Almost certain it is Scotland, but doesn't look like one I have played.
It looks inland and will hazard a guess at Gleneagles but looks a little too hilly for there.
