Malta?
nope - entirely different body of water and clearly looks can be deceiving! (or my photographic skills fail to capture telling features )

fortunately for Vaud, you are correct and it's not Madeira - yes; Bermuda, the old dockyard.

Looks like it should be quayside. Presumably not Manchester as that's all been developed.

You knew right. The perspective's deceptive on this one, but I will keep a different shot for later.

What's the function of this site?

Hmm. Big water tank on the roof halfway down, and the jettied bits with no windows below them look significant. Something drops/pours from them into something below... Would there have been a railway line where you're standing?

Looks too big, but flour mill, maybe?

Railway tracks on the other side for sure, but I suspect a siding here too, long gone. Heavy stuff and lots of it arriving for processing and being dispatched to a specific destination.

Flour is very close, but not quite.

ETA
Water was a good observation, BTW

Very good. Not right, but extraordinarily close. It was built & owned by a brewery, so you should get there from here, as it were!

Maltings yes (largest in the UK, and 2* listed), Yorkshire no.

Bass built it, so the track ended up in B-o-T, but this is closer to the barley growing area. Two different perspectives:
