There's palm trees like that around Cannes in the south of France but I'm lost on this one. Nothing to go on and the structure in the distance doesn't ring any bells with me.

Bingo, Monument des Martyrs taken from Le Jardin d'Essai in Algiers.

Commemorates the war of independence and sits on the site of an ancient fort. It's in the form of three palm leaves that lean against each other to protect the sacred flame (underground).
