The cable car opened in Feb 2016 and is the longest 3 cable system in the world.
I visited in April 2016 and there were only 4 of us tourists using it when we were there, the other couple living 1 mile from the chap who was travelling with me , just outside of London.
Clue, Highest Peak in Indochina.

When you said this, I immediately thought no, it'll be California, around Los Angeles.Obviously, wrong. But I'll extrapolate my reasoning and say the cable car is in the north, within 100 miles of a very large coastal city. I don't know Vietnam well at all, apart from a few movies. But Hanoi is the second largest with almost 8 million (I googled this bit).
So we are very close to Hanoi. I'll explain how/why I think this when, or if, anyone gets this.
If it's not Hanoi, it's certainly within 100 miles of a very large, coastal city - like Los Angeles.......
It's been 2 days with no further guesses, so I'll reveal the location.
This is the base cable car station of Fansipan Legend, Sapa, north west Vietnam. Fansipan (Phan Xi Pang) being the highest peak in Vietnam (and IndoChina) 3,143metres.

It's been open two years now, so is likely to be busier than the day I visited, with just one vehicle in the massive car park, and only the top station and restaurant finished, everything else under construction.
