Not Austria, not Tiraspol, however this place was once the capital of the country within which Tiraspol resides, and is still know as such, informally, to many.

Indeed it is, once the capital of Moldova (and known as such still by many), once the capital of Romania, and now Romania's 2nd biggest metropolitan area and their most important seat of secondary education.

Beautiful place, especially in the summer, the park area around the Cultural Palace (from where I took that picture), right in the city centre is lovely and a great place to while away a few hours at the many bars and restaurants there.

I wish I was knowledgeable enough to know the answer for those reasons, unfortunately I had to rely on a bit of geography guesswork based on your clues!

Definitely not there - the Moore Foundation is only 1/2 mile from my house, and there are numerous Moore sculptures in gardens of homes in my village (typically given away by HM himself, often under the influence). A very large brass one actually got nicked a few years back (worth, depending on who you listen to, up to £3M) by 1.4keys and melted down (value £1500 or so). I have a print of his on my lounge wall.

There is however, an HM connection to the location of this photo (I know where it is, but someone else can go)....
