oz emigration question

Somebody in my o/h family are in the process of applying to emigrate to oz. Apparently you have 5 years in which you have to have spent 2 years over there to get your citzenship. Can you apply for a longer period than 5 years or get an extension? How flexible are they? And any idea how successful the extension appeal is usually?

Australian immigration aren't normally that flexible in my experience.
My friend got to check-in for his Singapore-Sydney flight ready for a year studying which he had the relevant visas only to be refused entry due to a medical condition!
I've heard of people working quite happily for 3-4 years on the correct visa then been told they had no chance of an extension and asked to leave! They have pretty strict rules and are quite confident in sticking to them.

They probably do want wealthier people as they won't cost the government a fortune if they need healthcare or other expensive things. Some of my rellos just emigrated to South Africa and it was the same scenario there. Countries want people who will bring money to the economy rather than cost them money.
