Budget flights and carry on baggage

Having just had the 'pleasure' of a some flights on easy jet their policy of charging for hold baggage is clearly encouraging people to use the maximum hand luggage, clearly unsurprisingly. .
There clearly isn't enough space and presumably even easy jet accepts we want to take some baggage? What will happen when everyone turns up with a rigid box the maximum size and trys to put it in the overhead box?
With around 1/2 the flight doing this the crew were forced to ask people to put any normal size hand luggage (back pack and coats) under the seats- which I'm sure used to be massively frowned upon so was this just the airlines rather than CAA type rules?
