Indeed so, along with the "Safety" Cameras they fund! However, the majority will opt for the SAC because a) the cost is lower than the fine and b) they don't want points on their licence; all perfectly understandable and while that's the case anyone who chooses the fine and the points out of some sort of principal is in effect embarking on a one person crusade and whistling in the dark. Having said that said I do think the better run and presented SAC's can act as a useful refresher and are therefore preferable to points and a fine.

I had a taxi do this to me in NE London, cut me up on purpose (looked straight at me and just pulled out right in front of me) and then flash his hazards, I though fine, so I did the biggest ash hole manuver over took and cut him up good and proper and pushed him out the way, then just flashed my hazards as did he, his expression when I flashed my hazards was priceless.
Like shooting fish in a barrel today!

Bloke on the bonnet is a bit silly as he is inevitably going to be injured, if the lad wasn't on the bonnet the construction workers could of been a lot more aggressive on ramming the theif off the road without fear of hurting there friend.
