I can't work out whether "affect" or "effect" is correct here:

"Although, we can affect a lot of change ourselves, there are a number of initiatives that we can only succeed in if the council is willing to support us"

It's in a piece for a magazine I'm putting together. My thinking is that "effect" would be right if the author is talking about bringing about change, but "affect" is right if she is talking about making a difference to the changes that are already in place.

I'm going to say effect in the context of what is being said.

Another way of writing what you have posted would be - We can make a lot of changes ourselves, but only so much without the council assistance.
