As for the use of e-scooters there is no issue on private land as with anything. Media City has security that use a few different kind of electric scooters (Segway and a few 3 wheelers) but the land is all private and even though there are "roads" they are not highway maintained at public expense and are owned by Peel so they can do what they want.
Two children of neighbours ride these scooters where I live, I dont know there ages but they look to be 7-9 years old, they ride on the wrong side of the road, including blind corners, parents nowhere to be seen, he is a doctor you would think he had more sense. Especially as there are some loonies who drive way too fast.

These things are everywhere in Paris.
I've seen lots of people bombing down roads next to cars, wearing no helmets. Not a fking chance I would do it!

Also there are no designated docking areas like on Boris bikes, so some pricks just throw them across a pavement, blocking access to people and I'm sure causing a nuisance to wheelchair users, prams etc

Disagree.Just had some jockey riding one towards me on the pavement. I would estimate it was doing 15-20mph! That would hurt if it propelled 11stone of hipster wker into you! (as this one was being ridden by!)
Some users of mobility scooters, whilst not as fast, do have the habit of driving AT you as well.
Of course 2 miles later, had some cock on a bicycle riding AT me on the pavement. So I had to move. So tempted to clothes line the !
As ever, dicks use many forms of transport. They are probably dicks on foot too!

IIRC, it was a lorry that was involved. And no helmet is going to be able to help if that was the sad situation.
From the video I posted earlier. Even the biker with the GoPro witnesses a "near miss" where a lorry just blows a red light. Whether that's deliberate, carelessness or poor light positioning the end result is the same.
