Seems pretty obvious to me. Initially made as a silly asymmetric stair with central handrail on double bit. Building opens, suffers from bottleneck with people stood on stairs, esp. To the right of rail. Health and safety kicks in, and the extra "blocking" but is added in a slightly different bar.

Given that the house was painted like that deliberately to irritate the neighbours (I know she pretended it wasn't but it clearly was) then maybe the slight irregularities and annoyances with the stripe positioning was deliberate all along, to REALLY mess with the neighbours' heads?
