Doesn't stop the camera car driver being a spectacular bell-end for weaving in and out of traffic at speed with no clear view in front of him.

Well that's my lesson learned.As to the other person above as well - the person driving merely reacted to a situation created by others' stupid decisions.
Unless that black car was on fire (which it wasn't) you absolutely DO NOT get out of your nice solid metal box on a F**KING MOTORWAY. That's the most retarded thing you could do.
I agree I don't know the circumstances behind them coming to a stop, but given their utterly brain dead idea to get out of the car i'm going to assume that their choice to stop in the middle was their own too, and like 99% of motorists they just didn't use what pathetic amount of grey matter they have to actually think about what's happening for more than a nanosecond.
