Wow! Not only destroyed their own plot but negatively impacted all the other properties in the photo.

I'm imagining the LPA weren't asked about paving the entire garden; I'd be on the phone if I was a neighbour, that's horrendous.

What on earth is going on with the kitchen floor?! I do not believe anyone can honestly say "yep that looks excellent, a really great choice!". Given the car choice (white + black-wheeled anything) and it being in Bolton, it's pretty obvious what the demographic of the developer/vendor is.
