As soon as I am in at 7, it's all I can smell until I go home. There's one old gimp who constantly has a rollie hanging out of his mouth. And I spend more time at work than I do anywhere else.
I am quite physically active, and while my lungs are screaming out for oxygen after I've been for a run/swim/gym, I don't want them filled with that ste.
To those suggesting getting a different job - that doesn't solve the problem. Merely avoids it.
There are numerous reasons I am happy to keep working where I do, but mainly, I shouldn't HAVE to look for a new job.
This has been illegal for 7 years now.

I predict this will not end well.
HGV mechanics are not normally known for respecting PC values, you are an incomer and smoking is going to continue whether it is legal or not, management have obviously turned a blind eye and will not thank you for rocking the boat.
You have my sympathy as I despise smoking but in your situation I would keep quiet and look for a new workplace.

As a non-smoker myself, MTFU appears your only choice.
They'll know you grassed on them, and you'll be for the chop next time cuts come.
Might as well skip over getting your employer fined and a reputation as a trouble maker for yourself, and just find a new job now.
Or buy them e-cigs instead?

I've got no will power, that's my problem. I start out with good intentions on 20 a day, but it soon starts to dwindle and within a week I've stopped smoking completely. God knows how I've tried to take it up but it's just so hard. I think I'll try the e-cigarettes, and see if I can use them as a stepping stone to the real thing.

If you think you can work in a place where everyone thinks you're a then carry on, yours is not a situation I would like to be in as you are between a rock and a hard place, It shouldn't be like this, but it is.
I would have a polite word with whoever is in charge and take it from there.

Keep on reporting to management. Try to push the complaint as high as possible. Keep a diary of every time you reported the issue. Try to take photographs or video of the smoking on the 'shop floor'.
When your reporting/complaining has no effect, take it to the next level, via local council or whoever it is that's responsible for enforcing the rules regarding workplace smoking.
When that doesn't work, quit, engage a lawyer, and sue for compensation. It's constructive dismissal as far as I can see. Also, keep any evidence you collect. Forever. Then, if you are ever unfortunate enough to suffer any kind of lung disease, slap the evidence in front of a judge. People have won cases of this kind even from back before smoking was made illegal indoors at work. The company would be absolutely roasted these days, when the health implications are well known, and, as you say, it has been ILLEGAL! for a good number of years.
Me? I'd like to fking kneecap all thewkers smokers who stand in doorways puffing, or just walk down the street ahead of me, leaving me to walk in a trail of their filthy smoke. I wouldn't last five minutes in a workplace like yours, because I'd just refuse to accept it. Maybe you could just go and sit outside in the fresh air, for as long as it takes for management to come find you and insist you get back to work. Then point out the fact that you are legally entitled to a smoke free workplace, and you'll get right back to work just as soon as the smoking stops.
This season, my local non-league football club has banned smoking in the terraces/stands. They've declared the four corners of the ground to be 'smoking areas' and smoking isn't allowed elsewhere. It's about time too, as I shouldn't have to move to avoid the foul mouthed, chain smoking 'Waldorf and Statler' types who can spoil a match day experience by surrounding you with a permanent cloud of filth. If a football club, and a very minor one at that, can banish the ciggies, surely an employer in 21st Century Britain can manage it?

If you follow the course suggested by Yellowjack you had better be squeaky clean in your work as I would guess the first time you yourself deviated from the rules you would find yourself unemployed.
I know you might win if you took it to a tribunal but the management would have no shortage of witnesses to your lateness, poor safety practice, incompetence etc.
It sounds like you are not going to stay there forever so it might be interesting to put the cat among the pigeons, however word soon gets around and no firm in the same line of business would give you a job I am certain.

To be fair to the OP.. he has my sympathies and I'm genuinely surprised that anywhere is still allowing smoking indoors in enclosed areas in this day and age. And that's from me as an ardent ex-smoker and now vaper.

If you stay there and report it, then your life will be hell from then on.
If the management won't enforce it then you have little chance of any change.
Personally, I'd start looking for another job and don't quit till you find one.
I feel very sorry for you. I find the stench from smoking really awful. Some people can tolerate it but I'd find it very difficult too.
