I'm struggling with this one, your average chav is going to be listening to some "banging house music", drum and bass, or some other type of music that you can only really enjoy when you are off your tits on ketamine, not heavy metal.
I don't really think that decent House or DnB is Council either. With a proviso. What you listen to on Kiss or Capital are NOT DECENT versions of those genres. The average Chav has never heard of Fierce Angel (since Mark Doyle started on JazzFM with HedKandi before selling it to MOS) or SubSoul and Hospital records and (years ago) Good Looking Records are completely off the radar as well. The term Liquid Funk would result in massive blank looks.
The average council-type is going to go for the Sub-Focus; Pendulumn, Chase & Status chart-friendly D&B. Hard House is also 100% council without exception. Not sure about Gabba as I think it's an ironic joke that backfired.

Those reddish wood and glass paned front doors.... before councils started installing more energy efficient/more difficult to vandalise UPVC.

Living in Switzerland = not council.
You can still be council when you live here, although it's a rather less common sight I accept.

Irrespective of one's tax domicile it remains council to spray the initials of one's favourite association football concern on the back of a road sign wink

Council is found in the strangest of places. I designed and built a 4-bedroom house on half an acre in a small Midlands village. I spent £750 (nearly 20 years ago) having a solid oak door made with a bulls eye pane in it. Sold the house and understand that the owners have put a white plastic door in its place. Naturally with the fan-shaped window in it.

Move the wheelie bins. Back it up a bit more.
Jag would fit in front of it no problem.

Having wheelie bins on show at the front of the house already shows the occupants are council, before their parking habits are considered!
