Having a 'community centre', or 'social services hub' within a few blocks of your location.

Having a mobile library regularly visit your area.

Not having a 'welcome to xxx, please drive carefully' sign within a few blocks of your house

Asking people 'if thats a rolex' or worse, 'is that a real rolex'?

Aren't mobile libraries for villages too small to have a library and by extension much council housing?

Welcome to xxx signs could similarly be on the outskirts of a very nice village where the massive non council houses are.

Come to mention it village halls are also community centres and the same applies but that one may count in more urban locations.

Tragic indeed. That could be many on here when fate is dealing bad hands. Very sad.
That is true, everyone has a reason for doing something even if it makes no sense to others. Usually end up addicted to something as a form of escapism, then even if help is there they can be scared to come off because they will be back by themselves and have to face the original problems again
The saddest place I ever saw was a halfway house for sale that I visited with a friend who was considering buying it to gut, do up and live in. It was vacant possession, and relatively habitable by comparison with those above, but one room which utterly broke my heart had obviously been occupied by a young woman. She'd left her room pretty tidy, with scarves, photos on the wall, a few bits of cheap jewellery lying about, but wherever she'd gone, she'd left it all behind. The rest of the house was, to my utterly unexperienced eye, indescribable - but nothing close to those pictures above.

My mate didn't buy it, too much work needed, but that room still haunts me, over 10 years later. Where did she go? What had happened to her that she ended up there? Was she the only girl in a houseful of male junkies? Several locks on the inside of her door made me think it was likely.

I hadn't taken a camera with me, but images of that house are still seared in my mind. How you deal with that (either living in it, or clearing after those that did), day in and day out, is beyond me.

Going through airport security recently, the girl searching my girlfriend asks her "Is that Cartier?" followed by "How much did that cost?"

"None of your fking business" should have been the answer
