That's how all accurate machine tools (lathes, millers etc) used to be finished, up until about the 50s I think!
Then ask yourself, who made the first flat plate to use as a reference...
(I know the answer BTW, but I find these questions interesting, like how you make a right angle before you've got a set square, how you make an accurate leadscrew to make the first screw-cutting machine, etc etc)

I've forgotten the name but I know the first accurately level reference flat was made by some manc, its in the science museum, he used it to skin up on.... Mad for it.
