Well, sort of depends...

If the house name is made up of the first syllable of the parents names (one of whom is now absent, natch) and he's nicked that car for a good TWOCCing, then I'd say probably yes.

If it is otherwise as it appears, and as one rather imagines from the scene, I'd say it's about as far from Council as you can get.

Been on the IOW for the weekend which a massively council place (but with spots of really posh) and the all the smaller speedboats seemed to be the equivalent of a barried Corsa, lots of noise but not really going anywhere fast and driven by absolute bell ends smoking and drinking.
Jet skis are the aquatic chav's weapon of choice.

Either ridden up and down right next to a pier cos everyone's dead impressed by a noisy jet ski. Or better still, at high speed through boats anchored peacefully in a speed restricted zone off a beach.

Must be piloted by a thick necked tattooed oaf who tows it behind his works van or one of those awful Warrior Animal pickup things (in black with chrome wheels).

A bit late to the party on this, but that school is right next to Exeter's delightful Burnt House Lane Council Estate. A lot (not all) of the kids there are proper gobby oiks who have little or no respect for anyone else. I pity the teachers who will now have the kids gloating triumphantly. The situation was dealt with very poorly by the SMT from what I can tell and the kids definitely won the fight.
I went to a school up the road and we would regularly have group battles with the lads from this school in it's previous incarnation. They saw us as the posh kids so would come up for a scrap every so often. Good times.

Back in my secondary school days the first and second year boys were supposed to wear shorts. Those of us that turned up in shorts in the first week very quickly persuaded our parents that we needed long rousers or else face the endless ridicule from our peers.
As for being seen transporting oneself on a scooter. Instant death.
