Turns out they'd had to go drag a BMW off a slip road (no hard shoulder).

I'm not a taxi driver. I'm not from Devon. I'm not a sociopath. I'm not a rapist. I'm not an ex criminal nor a current criminal and I have the same fingers and toes as a normal human being.

Aside from that, Boss isn't a Walt either I don't think.

Traffic Officers and taxi drivers have this much in common - they're roundly mocked and held in contempt by many people, right up to the point where something goes tits up and they need the services of the very folk they were just five minutes ago berating on an internet forum...

Yellowjack I don’t use Taxis far too common. I also support Highways staff as above. It was very tongue in cheek but if you didn’t spot it.

I'm not aware those qualities are a prerequisite for being a HETO. Your question would be better aimed at Boss Hogg, assuming of course he's not parked on one of those raised areas by the hard shoulder swigging tea and going through his collection of single discarded trainers looking for a matching pair.
