You cannot do if alone. The important thing is to be part of an infestation. The whole point, as I see it, is that the criminal actions, although clear to all to see, cannot be pinned down to any one individual. So, no prosecution is possible.

For exactly the same reason that 99.99% (or more) of other laws are not used against them. The only one which is is the occasional eviction notice, and I don't even know whether that's based in law or is simply a civil process?

To be fair the report describes him as a proper Roma, the horse drawn wooden caravan sort, not a 30 foot white monstrosity towed by an untaxed tipper Transit sort, the former group are rare and no trouble,it's the other 99% giving them a bad name.
The gravestone still sounds a bit tacky though,and unlikely to be in keeping with the setting.

Their only option in the dashcam evidence will probably be to nick the driver for driving too quick in the car park. Travellers are above the law remember. They can do as the likey.

We all say this, over and over, with varying degrees of levity, but it is extremely difficult not to conclude that this is almost entirely true. And nobody in authority ever denies it.
