Losing a tool to some careless grasping scumbag is unproportionally annoying than the actual 25 quid value of a lump of wickes plastic crap should be
I don't let anyone use my tools unless I'm there when they're being used. I use them to earn my money and I look after them. As soon as the job is done they're all put back correctly and if need be, cleaned as well.
Ive lent tools in the past and they've either been damaged or not returned so now the answer is no. Especially as some of it was SnapOn gear too.

As said you do not lend tools out unless you do not expect to see them back or are on site to make sure that they come back.
I am even wary about borrowing tools having had a borrower strimmer fail on me after 10 minutes use and still feel guilty that they would not let me buy them a new one.
I can't get my head round how anyone can get to house ownership and not own at least a few tools. By 10 I had a half decent tool kit for my push bikes and for 'building stuff'.
Having your own tools also teaches you respect for them and how to look after them. I will never forget the ear bashing a mechanic friend gave me in my mid teens as i tried to use a pair of molegrips to untighten a nut, let alone having to walk for 2 hours to get a new screwdriver to replace the one i had not put back (and so had lost) and then needed to fix my bike...
On the good news front that it their Christmas/Birthday gifts sorted for a while. My Mrs was over the moon the year i bought her a dremil

I'm a bit of a DIY'er and have accumulated a lot of tools over the years. I don't really get anyone asking often, but i do lend them out when i do. My brother is the only one who borrows stuff regularly. It;s never general building stuff, but mostly car-related stuff..
He borrowed my breaker bar and and a spanner set last year, and when i asked him if he would like one for xmas, his reply was "why waste money on tools for me, if i haven;t got it - i just borrow it from you!!"
He hasn't borrowed anything since, blood or no blood, he can feck orf.

I used to work in property rentals and post inspected houses, garages, factory units etc when the tenants moved out. Over the years I picked up hundreds of old tools which had been left behind/ lost. I always took them home and put them in one of our outhouses. If anyone ever asks to borrow tools from me, I point them in the direction of the outhouse and tell them to help themselves. I don't care if I get them back or not. I have another outhouse where all my tools are, It's locked at all times and only I have the key and no-one else ever gets in there. I find that system works quite well.
I borrow tools from my dad quite a lot, and from his next door neighbour. When doing some DIY at home, I wasn't about to spend a few quid on a decent hammer drill just to put 4 holes in the wall to finish off my shelving unit.
What I then find is, if I borrow something enough times, I then know what I want when my parents ask what I would like for Christmas.
