I dont know what it is but I have been meaning to look into it. I saw similar around here a few months back when I was walking the dog. one bloke jogging along and leaving signs or arrows on the floor with what looked like flour / chalk powder then about a min later about 20 people running along behind following the signs.
Saw loads more as we walked around. Saw fresh set of signs a couple months later. I dont know if its a new sport / passtime or what its called but it could be this you saw.
Most likely the Hash House Harriers, they use flour. http://www.hhh.org.uk/

Could be markers for groundworks of some kind. Had some appear in my road recently, lo and behold Virgin media turn up and start dropping fibre cable everywhere, now got a connection point right outside my house.
Welcome to the modern world.

(Expect lots of pestering junk mail from Virgin next.)
They got it arse about face then, been getting their junk leaflets for years and checking their website for availability of fibre "not available in your area at present" lol. Well targeted marketing if ever there was.

Strange chalk lines appeared on the pavements in front of several houses around my estate last year. Good old social media sparked a complete paranoia that we were being targeted by some organised burgling gang so many people hosed them away.

We all lived in the dark last winter, but the local council saved a fortune in street lamp bulbs.....

Apparently covering keyholes with sellotape is now a thing.

My shared front door (converted victorian house) genuinely had the front lock superglued up one night. I just think it was some pisshead though.

Also, I saw this on my front fence in the summer and thought of this thread!

Think of how many people you know who carry superglue around with them.

Then think of how many of those might be pissed while carrying the glue.

Then think how many of them who would while pissed actually have the hand eye coordination to manage to glue a lock with the glue they just happened to have with them.

It was some malicious causing trouble, not a pisshead. Quite possibly a malicious who makes their money as an emergency locksmith.

I dunno it’s a rental flat with an old stty front door that clearly needs replacing, nothing special. There are always lots of junkies, pisshead and to be frank, people with mental problems around (it’s on a main road in London) so who knows.
