A pilot working from home scheme is being run. Any taker must do a HSE/DSE assessment on their home desk. At least the only kit being provided is a laptop. The power supply of which has, of course, up to date PAT stickers.

He bought a new monitor and chair with it, the monitor may also be great for his gaming pc...

What you need to do is play them at their own game.
Ask the H&S bod to do a risk assessment on you having to lift your chair in order to move it. Work out how many times a day you do it, oh and mention your existing bad back.
Then sit back and enjoy while they tie themselves in knots trying to work out whether you falling off the chair is a higher risk than you putting your back out moving the chair multiple times a day.
My bet is you end up with more than one chair.
