Why does amazon want to charge on our smart TV?

Evening all!
Mrs9 wanted to watch some 'Top of The Lake' on our Samsung Smart TV. She logged into the Amazon app (built-in) and it wants £1.79 for an SD episode and more for HD.
She already has Prime and has been watching it (free) on her Samsung tablet.
Why does it appear to be charged on one device and not the other, despite being the same login, same show, same account etc?
We watched Lucifer via the Amazon app for 'free' on that TV a few months back but it looks like the app has updated (maybe) and we had to log back in.
Anyone heard of this/ come across it?

The problem is Amazon prime tv is pretty poor in all honesty.
About 90% of what I want to watch needs to be paid for. Netflix, for that reason, gets my thumbs up.

I'm going to Black Sails at the moment on Prime - quite enjoying it.
To be honest, I probably wouldn't have bothered paying for Prime Video alone. I only do though because its bundled in with the postage advantages and I buy a LOT from Amazon.
That said, a friend was showing me the benefits of Netflix last week too... but where do you stop? There are so many content vendors out there now and there's so little crossover. If you're a serious TV-watcher (I unashamedly confess to this) then it could get expensive quickly.
