This person is actively (subtly) trying to bully someone into leaving because they are not of a demographic they particularly want, and the salary they were offered (this boss inherited this person when teams merged) has a direct impact on the new boss's bonus - as that person is incentivised to save money.
It's literally an absolute disgrace.
I've seen it before, but never this bad.
I'm helping though in my own way, and the person (who is fabulous at their job) will be going to a better paid job somewhere else quite soon. Seems a shame to let the new boss win, but.........what's best for the employee is best for the employee - and the current toxic environment is not best.

One of the worst for me was someone who had track record of bullying people so much they ended up in tears, or on the verge of committing serious assault. A SERIOUSLY nasty piece of work. And of course, she employed people she liked to work under her as supervisors, they weren't much better. I am still scarred from my experience at that place and I don't mind admitting so if I come across as bitter you know why.
Since I left there one bloke took me on on a contract and I'm still really good mates with him today. Absolutely sound bloke.
My current bosses have been sound too. I hope I never have to work under such a hideous person ever again as long as I live. Really spoiled what was an otherwise good place to work.

The issue here is that the perpetrators of such acts do not view death in the same way others do. Those that fail to take their own lives or allow it to be taken during the course of their actions are often ostracised from those who encourage the act so facilitating this and denying them martyrdom is, to them, a far greater punishment.
But then the issue is that there exists no deterrent which underlines the problems of solving the bigger problem.

Depending on what you job entails......but in retail or tradespeople, people 'buy people' based on perceived trust and being personable. I have seen on one occasion where a tradesperson who I sent to do some work, and who is extremely good at their job, is honest and trustworthy, but was rejected purely because he had a visible tattoo's on his neck and arms. The customer informed me that ‘he did not want any un-desirables in his house whilst at work!’ Sadly, I have to now consider such things when sending tradespeople. I’ve even had one instance where a tradesperson was rejected because his van was too rusty on the cills (It wasn’t actually that bad though) therefore the quality of his work must be as bad as the van. I very much disliked the HR woman that I worked around, very whiny, luckily I get to work just with the IT team which are all guys I quite like, coming up to the end of my time there soon, considering whether to look at a work program I've been thinking about in America for a few months, or whether to just stay on for a while longer. Personality is everything, anything else can be taught. Best employees I've ever hired in theory wouldn't be in with a chance. But as people they shone through and learnt the tech skills. My current boss does seem to like me, so we'll see...
