Maybe because they are are a link back to a time when people who did physical and dirty jobs also dressed smartly. Back in the day steam train drivers, bricklayers and hod carriers etc wore jackets, waistcoats, shirts, ties and hats to work. The article also shows it's happened quite a lot abroad too.
These days if a player has a particular number that's a favourite they can ask for that shirt number. Shirt numbers are assigned for the season to make it easier for the FA's to keep track of booking and players etc.

thanks for that link.... I remember thinking perhaps Ossie Ardiles wore #1 in the 78 WC - but always thought it was poor font and in fact #7. Photo below is in fact 1982 I think.......The article also shows it's happened quite a lot abroad too.
