He was probably just scruffy. Nitrous not a particularly popular drug for homeless people, costs too much per dose and doesn't last. You're looking at a 30 second buzz if that.
It is, however, very popular amongst students and young professionals. Essentially harmless although there has been some reports of lung damage from inhaling the talc they put in/on balloons to stop them sticking together.

It is absolutely nuts how much people will spend on it though, considering how generally short-lived and pointless the effects. In that respect they're quite similar to smoking a cigarette.
I used to work in a nightclub in London back in the early 00s and as there was no legal to, the management didn't have a problem with people bringing it in as long as they were discreet. Then they worked out how much money they were missing out on so they instructed the bouncers to treat it the same as anyone bringing in their own alcohol, and set up a 'balloon bar' instead charging iirc £2 each or 3 for £5. Some nights it would actually make more in an hour than the main bar selling beer and spirits would. Eventually the legislation stopped that happening but for quite a while takings were up a few grand per night. it's not like you had to encourage people either but people were treating balloons like shots of tequila/sambuca, more of a social experience than anything.

I remember watching a documentary about motor racing enthusiasts, they used this nitrous oxide to make their cars go faster but it had the side-effect of making the car's floor fall off.

I dread to think what it does to the frail human body.

Remember taking the original CO2 Sparklets to school in the 70s and seeing what happened when you dropped bricks/stones on them. Answer - not much until you really put some effort in.
Then they'd split and shoot across the yard at one hell of a rate, dread to think what would happen if it hit flesh.

We was 'ard then...

Depends if you live you life a quarter of a mile at a time I guess.

CO2 leads to asphyxiation especially at cartridge-to-balloon concentrations.
Unlikely that anyone would asphyxiate themselves huffing CO2 from a balloon, though, because the thing that causes feelings of asphyxiation is not oxygen deprivation but elevated CO2.

Imagine a few well 'ard street racers asking what's under the 'hood', you shouting back "NOS", and then lifting said 'hood' to reveal two of these tiny little canisters zip tied to the strut tower.
