FFS some people, and this is bothering her!!
A piss is one thing, but anyone crimping one off in a public place like that is simply scum. She was probably in a bit of shock with what she witnessed.

Absolutely. A witness to such an unnatural act like that would be rightfully shocked. Might there be an offence? Any chance of compo? Will the papers be interested?

Or, maybe, it was a pretty unfortunate moment for a chap and someone just happened to see it. Yeah, but no, but. He's 'scum'.

Exactly, some poor person gets caught short or has some health problem and finds them self having to st in a car park. A pretty terrible situation to find yourself in (I imagine).

Then people are wanting to know how to report them. Wtf,
