I didn't really get it to be honest.
I get the premise but I feel like the person making the meme has never actually done it, or maybe I just have never come across anyone choosing to develop like 'that'

Oh, I have had some monster merge conflicts in the past that really have been "like that".

I remember at one client I was tasked with sorting out the whole mess, and an email was sent round to all teams to say that the Trunk would be broken until these massive merges had been done, and then after that things were going to change to prevent this kind of thing from happening again.

During this process I was constantly interrupted by people coming over to my desk to ask me if I knew the Trunk was broken. It got to the point where the Project Manager waded in to get everyone off my back and somewhat robustly enquired what part of "the Trunk will be broken until we let you know it is fixed" did people not understand.

But I digress.

I thought it related to merging 2 businesses. Or like when Employment Service and Job Centre merged

Being a developer, I thought it related to code merges where the code branches have diverged so radically that merging is a nightmare. Hence my anecdote.

ES and DSS merger was a nightmare as far as data network were concerned - we had to rationalise and merge two completely different IP address schemes just for starters frown

I think you're all missing the most salient point, which is that whilst the plastic sheet would be superb at preventing the Mentos from mixing with the Coke, it would not be quite as effective in stopping the Coke mixing with the Mentos.
The meme is just Cottingley faries.
