when we got trained on the new train cab radio system we were disappointed
that "roger" "over" , "over and out " or was NOT to be used during, or on
completion of a conversation between signaller and driver.

Over and out would make sense if it meant I'm moving to receive instead of transmit, but you still have an opportunity to respond, otherwise the conversation is terminated.

Okay, I admit my pendantry is perhaps a little over-zealous here but raze means to totally destroy, and the ‘to the ground’ bit is usually unnecessary.
