Technically, you're correct. However, "photo" has become accepted as a word in its own right, so the apostrophe is not required any more. It's a similar situation to "phones". Officially, that should be preceded by an apostrophe to indicate that the "tele" prefix has been skipped (i.e. 'phones ), but "phone" is such a common word that there's no need for the apostrophe any more.(Some of us do accept that language evolves - we just like it to happen gradually)
