It's common to see kids teams doing that as half time entertainment but with a 10 second time limit to shoot. Got to allow the keeper some freedom of movement (They'd easily get chipped if they strayed too far) but it's probably weighted in favour of the shooter as much as penalties.Penalties are a fairly quick and exciting way to sort out 2 hours of stalemate. There only change I'd make to the game is to the offside law. Instead of 2 players from the defending team between the goal and the most advanced player from the attacking team, I'd change that to 1 outfield player from the defending team.
As it stands, the offside law protects idiot goalies who come charging out, miss the ball, and then the attacker ends up offside because he's between the defender on the line and the damn fool goalie who's stranded on the penalty spot. I'd change it so the 1 defender on the line is playing the attacker onside. Serves the goalie right for being useless.
But as for the rest of the proposed chages, including goal line technology, stuff it. I like it as it is.

Someone here mentioned about the reducing of men too, but during extra time, rather than decide at the end of extra time.
At extra time, every five minutes a player from each side leaves the pitch, so in the final 5 mins, it's 6 a side on a full size pitch.
The players who leave are named just before extra time kicks off.
Won't necessarily avoid draws still though, but an interesting concept.

After 90 minutes is up you move to sudden death but its no time limit sudden death - but broken up into 30 minute sections.
This would mean teams would hopefully 'go for the kill' as there is no penalties to look forward to and know they have to score to win.
This could lead to an extra 90 minutes but its unlikely as I think teams would soon tire and really want to finish it either way.

Why do we even want an alternative to the current system. It's just about perfect. It's exciting, it wonderful when you win and heartbraking when you lose, villans become heroes and visa versa, it's everything I love about football condensed into 10 minutes.

Agree. Someone has to win or lose so this is an exciting way to sort the problem out. Leave my game alone!

And how does that work for TV companies, who are paying millions? How do they sell advertising when you don't have any idea as to how long the game will last. What about transporting fans away from the ground, when all the public transport has stopped running? And policing? This would mean teams would hopefully 'go for the kill' as there is no penalties to look forward to and know they have to score to win.

I've not considered any of those as I was only considering how to end the game fairly.I'm not sure the "play until you score" brigade have thought it thru!
If you want something efficient for the fans and TV then penalties is probably the best way.

Down to corner kicks? At least penalties result in a defined goal/no goal differential. Corners merely indicate who has had the opposition touch the ball last at the own end. to corner kick's thus the more attacking team wins.
