They can’t “guarantee” anything in the same way I can’t guarantee you coming round my house for tea and not getting hit by a car or snatched by a T-Rex on the way over.
Come on. An organisation based in Switzerland, the bastion of neutrality, can’t guarantee that an African warlord won’t chop your hand off or some ISIS types let off some grenades at the hotel bar.
They can influence, bring together a variety of bodies, but for a multitude of reasons, least of all insurance implications, they can’t guarantee anything like people are asking. Right?

Where has it ever been stated that Azerbaijan had refused him entry? They haven’t.Just to repeat stuff (again...):
1) Azerbaijan have said he’s welcome in their country.
2) other Armenian athletes have successfully competed within Azerbaijan in recent times, even had medals pinned on their chest by the current President.
3) this is Mhkitaryan’s decision. Alone.
