The problem is, if clubs spoke to other clubs first and they said no, then strictly speaking that should be the end of it. No longer would you be able to get players trying to force through moves.

Agreed but let's say Southampton issue a clear hands off via various agents but you want player, and were prepared to bend rules

1. call Southampton "not for sale", end of game

2. your club agent asks various player agents "have a large sum to buy a CB and are prepared to pay top wages, know anyone available?" face to face, nothing recorded etc etc
