It's not hand to ball and the position of their hands "does not necessarily mean there was an infringement".
In my opinion that was a penalty today. Half-hearted jump and left his arm hanging in the trajectory the ball would have to go. It would have been on target if his arm didn't stop it.
It does say in the rules that things like ball to hand, position, movement are 'considered' when giving handball - they do not define it though. If you are stood there knowing the ball is likely to be hit over your head in a wall at a free kick if you raise your hands which shows intent to block the ball with your hands then its handball?
Interestingly in the rules also include that if you are holding something like a shin pad, and you use it to control the ball, that is also handball!
