That's not really true. People say penalties are a lottery but they are the exact opposite. It's more or less a 100% a test of nerve and skill. If anyone can win a penalty shootout, then Rochdale could take 10 shootouts against the German national team, and expect to win 5 of them. I doubt that would happen.Matt LeTissier took 49 pens in his career, and scored 48. That wasn't luck.

VAR is only used for confirming goals (to rule out offside, fouls by the attacking team), red card and penalty decisions so fouls and throw ins etc aren't reviewed.
