Seems that MCFC wants to increase the capacity at the Etihad to 60,000. I am not being facetious, but is there any point? There always seems to be plenty of empty seats with the current capacity, even though your team has been doing very well for a number of seasons.

I think it’s the same with most big clubs, not just MCFC. They include unused season ticket numbers in the attendance figures. Even though the seats are empty, they are effectively sold, so can be included in the figures. This obviously reflects well on the finances of the club.
It seems to be a very grey area. I found some research from 2018, which showed that West Ham claimed a season average attendance of 55309, whereas Newham Council put the figure at 42779, so 12530 per match fewer. Man City’s claim was 7482 higher than Greater Manchester Police’s figure.
I think there are plenty of season ticket holders at all Premier League clubs who do not attend each match for whatever reason (illness, holiday, travel issues, maybe shared ticket etc). In fact I wouldn’t be surprised if is the same seats which are vacant most often. It only takes 1 in 10 season ticket holders to stay at home and in City’s case that’s about 3,600 empty seats. Add on any unused corporate tickets (we’ve all seen empty boxes when your team plays “lesser” opponents) and the odd general sale single seats that no-one wants and you’re easily approaching 5,000.
