Chow, I think Gallagher is wrong there. In all my years of watching football, it has been the fact that if any defending player encroaches, it is a retak. Gallagher is making the point that it is because that player cleared the rebound and "impacted" on the penalty that it had to be retaken. I'd stake good money on it being one of the two players at the bottom of the screen that encroached enough for the penalty to be retaken.

Usually encroachment is only called if the opposing team gains an advantage, I.e defending team penalised if penalty missed or attacking team penalised if penalty scored.

The only reason the D exists on the pitch is to ensure players stay 10 yards from the ball for a penalty.
