Isnt the handball biased against the attacker? Defenders can touch the ball with hand/arm as long as its not deliberate where as attackers cannot touch it at all.
He was falling with arms at the side and put one out slightly to brace the fall so it was not deliberate? Its kicked hard and from basically no range.

Well, what if the attacker deliberately, up close shoots the ball at the hand or arm of the defender ? He was falling with arms at the side and put one out slightly to brace the fall so it was not deliberate? Its kicked hard and from basically no range.
The defender can't take his arm off, if it's in a natural position the defender should be granted some leeway.
You don't want field hockey situations in which the attacker tries to exploit every touch of the hand and/or foot.
The refs in the CL are given false instructions imo.
