As I understand it, he's happy with the wages offered and currently wants to stay. The issue is that he wants (possibly agent-driven) a £40m release clause, and on the off-chance a CL club come knocking, he wants the freedom to be able to go.
I assume the club are reluctant as they like to plan ahead, as you can't build a team around a player who might be on the way out at some time over the next (likely) 3-4 years.
He's 28 at the end of the day, and be a boyhood fan of the club as he might, this is still his career. He only gets one. He's good enough to play at a higher level, too.
Personally, I'd try and haggle a higher release clause (I'm assuming the club have anyway). If he knows he has the clause, then he'll be keen to impress potential CL suitors.
Course, if he just committed on the basis that the club could potentially qualify for the CL themselves, with the right investment, then the ball is in the club's court.
