They were at least fuelling it at one point earlier. You could see it venting.
Tonight's Delta IV rocket looks like it'll go off this time.
They're 80 percent sure the weather will be ok. Ground winds are the only concern.

A United Launch Alliance Delta 4 rocket will launch the U.S. Air Force’s first third-generation navigation satellite for the Global Positioning System. The rocket will fly in the Medium+ (4,2) configuration with two solid rocket boosters. Delayed from May 3 and late 2017.
ULA have just Tweeted "The team has established a workaround for the swing arm issue that stopped the last countdown"
So they're looking to start the clock again soon.
They had quite a long launch window (nearly 5 hours) and being a classified payload, the exact launch time wasn't made public anyway.
