This, surely. Make the holes into elongated slots, with a dremmel or small hand file. Should take abouuuuuuuuut 10 minutes, if you want to do it neatly, 3 or 4 if you don't care so much.

Closed Bolt-Cutters and wooden blocks to make up the gap. Then pull open the bolt cutters.

2mm thick? you aren't going to do it without hydraulics, even then you're more likely to just bend the top & bottom bars than stretch the side bars.

Cut, add a small section & re-weld.

Or, make new brackets? can you make a slider plate for the brackets?

Enerpac bottle jack will do it easily, if not use threaded bar and heat.

I tried all these methods to get the ex to spread her legs by 2mm....
