Mazda 6 and the rear bracket holding the silencer on has broken free. Welders (local) saying about 100-150 quid to weld.

New silencer 170 quid at Kwik Fit but 30 quid on e-bay for type approved one.

So I thought sod this, I will have a go meself.

But man, the bolts holding the silencer to the pipe are seriously rusted on.....

Any tips to remove or should I just cut my losses and sell for spares. Car is only worth 400-500 I'd think.

Angle grinder or air-hacksaw, or possibly a nut-splitter. You could even use manual hacksaw if you are a sucker for punishment and there's enough room.

The bolts and nuts on exhaust systems are disposable; fit new ones with the new silencer.

nut-splitter.
If a splitter will go over the nut then it's the fastest way to get a rotten one off.

I used to make this mistake, struggling trying to undo stuff instead of just buying new and getting on with it.
