Is there a brand and spec. on the controller? You could always get a control module with the same rating from a better manufacturer 2nd hand, replace plugs with new superseal connectors on the leads so it all matches.
What is the input? Some have an analogue stick which could be the fault as they fail most often. Or it could be fully digital and that is why it's so jerky.

Ideally you want a local electronic hobbyist who can see what you've got and track down what's working and what isn't. Do you have any sort of 'blokes in sheds' group near you? Alternatively try your local red cross to see if they can put you in touch with one of the charities that provides custom healthcare equipment.
