Not the KPI! Oh no!!
Don't know who you're customers are Matt but you need to renegotiate your terms as most of what you've written there I've not seen in twenty five years in the business.
I work for a 3PL so we just report the late deliveries / damaged stock etc to the (high street name) customer who fines the hauliers / shippers / the manufacturer etc ( and passes money on to us if we have to spend extra time loading / unloading and reworking product ) a lot of the goods in is loose loaded containers which had implications for tipping speed.Don't know who you're customers are Matt but you need to renegotiate your terms as most of what you've written there I've not seen in twenty five years in the business.
as for cancelling and rebooking at OUR convenience - a cancelled drop doesn't effect the KPI adversely nor does it effect the performance related element of pay for the ops and team leaders ( assuming there is other work in the dept - like split / count / book in the palletised stuff that gets tipped if it turns up early becasue one forkie or PPT driver can be spared )
as for the KPI - if you turn up 45 minutes into a 2 hour slot - you better hope that there is a empty bay elsewhere as if you are a loose loaded container you will mess up the system for the rest of the day ( if it's palletised goods it's less of an issue as extra CB driver can be found or you can go on a dock plate bay and be unloaded by PPT or three - especially if you can round up some extra PPTs if it's on a bay ).
I get all that but destuffing containers is a predictable business & the considerable time involved should certainly be built into any agreement.
As for fines for late delivery, the only place we deal with that tries that on is Boots & we refuse to go there as an arbitrary fines system that takes no account of roads delays, accidents etc. is just bad business, not to mention the one way street nature of it - we've sat there for eight hours in the past having arrived on time but been fined £250 for being five minutes late. Stuff Boots.
I won't take on any client who levies fines for late arrival, life's too short.

fortunately the place i work doesn;t tend to have an issue with stacking up of deliveries - but that is because we do have some flexibility and if we have the staff i have unstuffed loose loaded containers on a a dock plate bay before - yes it takes extra bodies and needs a PPT to run the pallets you have filled out but it;s eminently do able ...As for fines for late delivery, the only place we deal with that tries that on is Boots & we refuse to go there as an arbitrary fines system that takes no account of roads delays, accidents etc. is just bad business, not to mention the one way street nature of it - we've sat there for eight hours in the past having arrived on time but been fined £250 for being five minutes late. part of the problem with de stuffing containers is the fact it's hard to speed it up - yes you could double team the tip ( two un-stackers in the conatiner and extra bods at the end of the belt- we use caljan booms to reduce the manual handling ) but that doesn't seem to double the speed only not quite double the speed - palletised stuff you can speed up as a factor of the number of forkies / PPTs available depending on whether it;s curtain sidered and be unloaded by CB trucks or anything on a dock plate / laveller bay and tipped by PPTs - on a bay it's a linear increase in tipping rate up to 4 ppts - more than that you start queueing up too much unless you are running the pallets a huge distance .
with respect to the fines stuff - dfo you find it;s peopel who run their own warehousing or people who use 3PLs who are more likely to fine or is it just down the the level of tttery in the transport management regardless of set up ...
Generally it's own account operators who fine. In the end it often comes down to some guy with a clipboard & a bad day behind him who decides it'd be fun to hold your 150k unit & trailer to ransom. Some are worse than others. Aldi are one of the worst, Boots, some Morrison depots, especially in Scotland, Makro, Dhamecha and so on. All a pain to deal with.
