Doing so by going to the left of the island in the centre of the frame doesn't make it legal. Any driver doing so, irrespective of the vehicle they are driving, has contravened the prohibition.
On a daily basis CCTV catches people out making similar manoeuvres at locations all across London and the RK gets a NTO with an invitation to line the local authority's or TfL's coffers.

He has turned left at that junction and then done a u-turn. Had he done a right turn he would have gone through where the artic was turning left. Its no different to traffic coming down St Martins Lane getting to the bottom turning left and immediately doing a U-turn or 3 point turn.Right turns at that junction are banned.
