Tow bar height?

I hope to use our daily runner to tow my vintage caravan to a steam rally this weekend. However, the tow bar cup on the caravan is much higher than the modern tow bar on the car. This gives the caravan a very nose down attitude when hitched, although the caravan tows just fine.
My question is the legality of towing with a exaggerated nose down stance?

Can't help with the legality of towing like that. But I wouldn't,it's just common sense to tow with a level rig.

Due to a similar problem with my car transporter trailor and matching up to my tipper Lorry I have installed an adjustable tow bar.

Thanks for reply.

I thought about putting on a lifter plate like seen on many Landrovers but apparently these plates must not be used to raise a tow ball, only to lower.
