They've used more engines than they are allowed. Therefore they get a penalty.

Yep, super disappointed when I first saw the track layout - I hope, however, like the new Hockenheim, that it promotes good racing and we are able to see the passion of the fans.Just watching F1 Focus - some of the circuit looks super cool - the proximity of the grandstands is looks amazing. Hoping for a good one.
