I do think your right, but I do wonder if once Renault decided he was going if he got exactly the same spec of car as Hulk.

Hulkenberg was the number one driver and got all the upgrades first.

The fact that Jolyon's pace deficit was 5x greater than the impact of those upgrades was the tell.

Sort of the opposite - if you have one of something (shiny new powerful engine, for example) you give it to the guy you think will get the most from it - in this case Hulk. In the RBR Silverstone front wing case, Vettel (whoops - angry and motivated Webber). In the USGP RBR engine case, a newly signed Verstappen, 16th to 4th. So it's not so much foiling, as playing the odds.
